Millennium Bulk Terminals - Longview, LLC Project NEPA/SEPA Environmental Impact Statement

An environmental impact statement (EIS) provides an impartial discussion of the likely significant adverse environmental impacts of a proposal, reasonable alternatives, and mitigation measures that would avoid
or minimize the adverse impacts. An EIS is a document that is concise and written in plain language so
that agency decision-makers and the public can understand what is proposed and the likely environmental impacts.

Proposal: Millennium Bulk Terminals Longview LLC (MBTL), based near Longview, Washington proposes to construct and operate a coal export terminal at the site of the former Reynolds Aluminum smelter in Cowlitz County. The MBTL proposal is for a facility that would ultimately have the capacity to handle 44 million metric tons of coal annually.

Lead Agencies: Cowlitz County (County), the Washington Department of Ecology (Ecology), and the U.S. Army Corps of Engineers (Corps) are serving as Co-Lead Agencies to jointly oversee the preparation of an EIS under the State Environmental Policy Act (SEPA) and the federal National Environmental Policy Act (NEPA).
